به گزارش حوزه دولت خبرگزاری فارس، حمید رضا حاجی بابایی وزیر آموزش و پرورش گفت: هوشمندسازی 24 هزار مدرسه طی یکسال گذشته در حالی صورت گرفته که این میزان در طول 33 سال گذشته تنها 1000 مدرسه بوده است.

روز سه شنبه دیدبان حقوق بشر را منتشر کرد که در آن می گوید از آغاز درگیری ها در سوریه، دولت این کشور از شکنجه علیه بازداشت شدگان استفاده کرده است.

در عین حال اوله سول وانگ، یکی از تهیه کنندگان این گزارش به بی‌بی‌سی فارسی گفت گزارش هایی نیز از اعمال شکنجه و سوء رفتار نسبت به نیروهای امنیتی سوریه بازداشت شده توسط مخالفان مسلح، در دست دارد.

او می گوید به محض تمام شدن مراحل تحقیق، دیدبان حقوق بشر درباره شکنجه و سوءرفتار مخالفان دولت نیز گزارش می دهد.

در گزارش روز سه‌شنبه دیدبان حقوق بشر، علاوه بر بیان شیوه های "شکنجه مخالفان" توسط نیروهای دولتی، به مکان هایی هم که این شکنجه ها در آن انجام می شود هم اشاره شده و روی نقشه آنها را مشخص کرده اند.

کاری که آقای سول وانگ می گوید نمی توان به آسانی در مورد گزارش های مربوط به شکنجه توسط نیروهای مخالفان انجام داد.

به گفته او مخالفان با نیروهای دولتی تفاوت‌هایی دارند که این کار را مشکل می کند: "در مورد مخالفان، یک سیستم فرماندهی مشخص وجود ندارد و اغلب این شکنجه ها به دست افراد فرصت طلب و حتی گاهی به دست گروه های تبهکار انجام می گیرند."

آقای سول وانگ گفت که شناسایی این افراد و گردآوری اطلاعات درباره شکنجه و سوء رفتار توسط مخالفان "به دلیل پراکنده و خودسر بودن آنها دشوارتر است."

دولت سوریه مخالفان را تروریست هایی خوانده است که از سوی دولت های خارجی حمایت می شوند.

آقای سول وانگ می گوید دیدبان حقوق بشر حدود چهار ماه پیش هم نگرانی خود از شیوع شکنجه در اردوگاه مخالفان را در به سران مخالفان ابراز کرده و از آنها خواسته بود، این رفتارها را محکوم کنند.

در آن نامه، دیدبان حقوق بشر گفته بود که تا ماه سپتامبر سال ۲۰۱۱، مخالفت ها به طور عمده مسالمت آمیز بوده اما بعد از آن شواهدی از سوء رفتار در میان مخالفان دیده شده است.

رفتارهایی که این نهاد به آنها اشاره کرده بود، شامل ربودن و بازداشت نیروهای امنیتی و در برخی از موارد حتی "شکنجه و اعدام" نیز بود.

در نامه ای که دیدبان حقوق بشر به سران مخالفان نوشته بود، از ربوده شدن چند ایرانی نیز توسط گروه های مختلف مخالف دولت سوریه ابراز نگرانی کرده بود.

عده‌ای از بازداشت شدگان ایرانی که در آن نامه به آنها اشاره شده بود، آزاد شده و به ایران بازگشته‌اند.

به گفته آقای سول وانگ، همچنان گزارش هایی از سوء رفتارهای مخالفان به دست این نهاد می رسد.

آقای سول وانگ می گوید دیدبان حقوق بشر همانگونه که رفتار دولت سوریه را گزارش می کند، سوء رفتارهای مخالفان را نیز به طور دقیق دنبال می کند و زمانی که بتواند به صورت مستقل این گزارش ها را تایید کند، گزارشی در این زمینه منتشر خواهد کرد.

شکنجه شدید مخالفان

برای تهیه گزارشی که روز سه شنبه از سوی دیدبان حقوق بشر منتشر شده، این نهاد با ۲۰۰ زندانی سابق و نیروهای نظامی دولتی فراری در داخل و خارج از سوریه مصاحبه کرده است.

گزارش دیدبان حقوق بشر مملو از داستان افرادی است که در بازداشتگاه های مخفی در سراسر سوریه شکنجه شده‌اند.

بازداشت شدگان از "بی‌خوابی اجباری"، "کم بودن مواد غذایی" و "ازدحام بالای زندانیان" گفته اند.

برخی گفته اند که با چشمان خود "جان دادن افراد زیر شکنجه" را دیده‌اند.

به شهادت آنها "زنان، کودکان و سالمندان" نیز در میان شکنجه‌شدگان بوده‌اند.

یک پسر ۱۳ ساله گفته سه روز در یک مرکز امنیتی نگهداری شده: "بار دوم که از من بازجویی می کردند کتکم زدند و شک الکتریکی به من وارد کردند. بار سوم با انبر ناخن پایم را کشیدند."

آقای سول وانگ گفت: "اینکه دولت سوریه از شکنجه استفاده می کند، بر کسی پوشیده نیست اما این اولین بار است که مکان های پنهانی که شکنجه در آنها صورت می گیرند در گزارشی منتشر می‌شود."

او گفت: "با انتشار مکان های دقیق بازداشتگاه ها، روش های شکنجه و در برخی موارد، اسامی مسولان بازداشتگاه ها، ما به دولت سوریه اعلام می کنیم که بر رفتارش نظارت داریم و می گوییم برای ارتکاب این جرائم، مجازات خواهد شد."

آقای سول وانگ می گوید که جزییات تعداد دیگری از مراکز بازداشتی نیز در اختیار سازمان آنها هست اما "آنهایی را در گزارش آوردیم که چندین شاهد عینی وجود آنها را تایید کردند و روش های شکنجه مشابه را در آنها برای ما توصیف کرده اند."

دیدبان حقوق بشر در گزارش خود، خواسته دولت سوریه در دیوان بین المللی کیفری مجازات شود و افرادی برای نظارت بر بازداشتگاه‌های این کشور به آنجا فرستاده شوند.

این شركت یك روز پس از تفهیم اتهام، مشاركت در هرگونه اقدامی كه به شكنجه شهروندان لیبیایی زمان قذافی منجر شده باشد را رد كرد و از دادستان كل فرانسه خواست هر چه سریعتر این موضوع را روشن كند.

پیشتر فدراسیون بین المللی حقوق بشر، این شركت را بدلیل در اختیار قرار دادن اداواتی كه می توانست شهروندان لیبیایی را رهگیری كرده تا سپس هدف شكنجه سرویس های اطلاعاتی و امنیتی قذافی قرار گیرند، متهم كرده بود.
