سازمان عفو بین‌الملل از وجود شکنجه و آزار در بازداشتگاه‌ها، محدود بودن آزادی بیان و خشونت علیه زنان و دختران در تاجیکستان ابراز نگرانی کرده است.

گزارش این سازمان مدافع حقوق بشر به مسائل تاجیکستان در پنجاهمین گزارش عفو بین‌الملل در باره وضع حقوق بشر منتشر شده است.

گزارش عفو بین‌الملل در باره وضع حقوق بشر امسال تحت عنوان "تجارت با حکومت‌های ظالم و مستبد دیگر نباید عادی باشد" منتشر شد.

عفو بین‌الملل می‌گوید که مقررات علیه شکنجه که در قانون تاجیکستان فراهم شده،همیشه اجرا نمی‌شود.

این سازمان می‌گوید، در تاجیکستان آزادی بیان محدود باقی مانده و مقامات از خشونت علیه زنان به طور مؤثر جلوگیری نمی‌کنند و عاملان را مورد پیگرد قانونی قرار نمی‌دهند.

در این گزارش درباره تاجیکستان آمده است: "با وجود اضافه شدن مقررات تازه درباره شکنجه به قانون کیفری در سال ۲۰۱۰، پلیس و کارمندان امنیتی به شکنجه و آزار بازداشت‌شدگان، بی آن که مجازات شوند، ادامه‌ می‌دهند."

این سازمان، برای نمونه به قضیه مرگ سفرعلی سنگاف در سال گذشته اشاره می‌کند که پس از چهار روز بازداشت در بیمارستان جان سپرد.

عفو بین‌الملل می‌نویسد: "بنا به گزارش‌ها، مأموران پلیس به هنگام بازداشت آقای سنگاف، او و اعضای خانواده‌اش از جمله کودکان و همسر باردارش را لت و کوب کرده‌اند."

گزارش عفو بین‌الملل می‌فزاید: "پس از فشارهای جامعه مدنی و خانواده سنگاف، دو کارمند پلیس در رابطه با این قضیه مورد پیگرد قرار گرفته و به "سهل‌انگاری و تخلف" متهم شدند. اما این اتهامات نیز بعد از مدتی از آن‌ها برداشته شد.

گزارشگران عفو بین‌الملل همچنین به قضیه الهام عثمان‌اف اشاره‌ کرده‌اند که با ۵۲ تن دیگر در ماه ژوئن در دادگاه ولایت سغد در رابطه با عضویت در جنبش اسلامی ازبکستان محاکمه شده‌اند.

این سازمان می‌گوید، که در جریان محاکمه به تاریخ ۱۲ نوامبر سال ۲۰۱۰ قاضی دادگاه ادعای آقای عثمان‌اف را در مورد شکنجه شدنش، با استفاده از شک برقی و آب داغ را نادیده گرفته است.

در این گزارش همچنین ادعاها در باره شکنجه و آزار اورون‌بای عثمان‌اف، خبرنگار بخش ازبکی بی‌بی‌سی، به هنگام بازداشت نیز مطرح شده است.

این سازمان می‌گوید: "عفو بین‌الملل بر این باور است که اورون‌بای عثمان‌اف به خاطر تحقیقاتش در مورد حزب ممنوع "تحریر" به عنوان یک خبرنگار تعقیب شده است."

آقای اسماعیل‌اف پس از حدود یک سال زندگی در بازداشت توسط دادگاه ولایت سغد به پرداخت جریمه و سه سال محرومیت از شغل خبرنگاری محکوم شده بود.

یکی از موضوعات دیگر مورد توجه عفو بین‌الملل در تاجیکستان خشونت علیه زنان و دختران است. در این گزارش تاکیده شده است که پدیده آزار زنان در این کشور آسیای میانه‌ یک"مشکلی جدی" است.

این سازمان تأکید می‌کند که هرچند سن حد اقل برای ازدواج در تاجیکستان از ۱۷ به ۱۸ سالگی افزایش یافته است،اما ناکامی مقامات در جلوگیری از ازدواج‌های سن پایین عامل اصلی خشونت خانوادگی است.

عفو بین‌الملل از آن ابراز نگرانی می‌کند که پناهگاه‌ها برای آسیب‌دیدگان خشونت در تاجیکستان کم است و قانون درباره خشونت خانوادگی که در پاییز سال گذشته به پارلمان ارسال شده بود، تا حال بررسی نشده است.
